Quatre conférences de Thomas J. Sugrue

Les 15, 16 et 22 mai à l'EHESS, Paris 6, le 18 mai à l'EHESS, Marseille

Spécialiste d’histoire et de sociologie urbaine, Thomas J. Sugrue (NYU) est directeur d’études invité à l’Ecole des hautes études en sciences sociales au mois de mai. C’est l’un des meilleurs spécialistes de l’histoire des Etats-Unis au XXe siècle. Ses livres sur la ville de Detroit (The Origins of the Urban Crisis, 1996) et sur le mouvement pour les droits civiques (Sweet Land of Liberty, 2008) sont déjà devenus des classiques de l’historiographie. Au cours de sa venue à l’Ecole, il souhaite présenter une enquête en cours d’écriture sur l’accès à la propriété aux Etats-Unis au cours du vingtième siècle, projet dont il avait livré les cadres théoriques dans un admirable discours de conclusion du Congrès de la Social Science History Association en 2015 qu’il avait présidé. Au-delà des enjeux sociaux, il s’intéresse également aux dispositifs économiques et politiques en se focalisant sur le marché immobilier et ses acteurs. Il interviendra dans quatre séminaires, dont un à Marseille. Les conférences seront en anglais.

Thinking Transnationally About Difference and Inequality

This paper examines the strengths and weaknesses of French and American social scientific and public policy to deal with spatial inequalities with special attention to major metropolitan areas. Synthesizing recent work by academics on both sides of the Atlantic, it explores the vexed relationship of race and class, of identity and economic politics in response to persistent inequality. It critiques past comparative work on France and the United States, and suggests new paradigms for historians and social scientists researching inequality and social movements to challenge it on both sides of the Atlantic.

The Challenges of Writing the Recent Past: America since 1970

This paper offers a methodological and historiographical overview of the United States over the past fifty years, with attention to the challenges of writing the « history of the present. » Drawing from recent scholarship on the global crises of the 1970s, the economic politics of Reagan and Clinton, and from the ostensibly “post-racial” Obama era, the paper contrasts the “first drafts” of recent history prepared by journalists and political commentators with the findings of historians. It also examines the distinct contributions (and dangers) of bringing historical commentary to bear on unresolved political debates.

The Rise and Travails of the American Real Estate Industry

This paper traces the history of the modern American real estate industry from its professionalization in the early twentieth-century to the hyper-development and financial collapse of the early twenty-first century. This project is synthetic, bringing together the history of social scientific knowledge, the history of capitalism, and the history of business enterprise and the state. The paper focuses on three pivotal turning points: the rise of actuarial science and its relationship of the science of racial difference, the emergence of government-backed mortgage finance, and the role of the real estate development industry in shaping local, state, and federal policy from pro-developer tax credits to the deregulation of the financial sector.

The Origins of the Suburban Crisis: Race and Property from Zoning to the Mortgage and Foreclosure Crisis

For most of the twentieth-century, suburban communities embodied the promise of secure, financialized homeownership. Through innovations, including racial restrictions, municipal zonings, and federally-sanctioned redlining, suburban real estate retained high value. Just as suburbs were the sites of innovation in the first wave of the professionalization of real estate, so too did they become sites of new investment vehicles in the wave of financial deregulation in the late twentieth-century, including subprime lending and adjustable rate mortgages. This paper explores the history of one of the most influential suburbs in American history – Euclid, Ohio. Its zoning plan was the subject of one of the most influential Supreme Court case in the twentieth-century, Euclid v. Ambler (1926). Eighty years later, it was the site of widespread foreclosures and property devaluation.
